Frank Nebeker

Frank Q. Nebeker served for 17 years as an Associate Judge on the District of Columbia Court of Appeals – and then served for 11 years as first Chief Judge of the newly established United States Court of Veterans Appeals – and now has been serving yet again for an additional almost-20 years as a Senior Judge on the District of Columbia Court of Appeals. In between, he was appointed to head the Office of Government Ethics.

Judge Nebeker discusses all these important assignments, as well as his earlier days working in the Department of Justice and the United States Attorney’s Office, in his oral history, which was taken for the Historical Society by David W. Allen, General Counsel of the United Mine Workers Health and Retirement Funds. Mr. Allen has prepared this summary of Judge Nebeker’s oral history.
