Nominated by Harry S. Truman on July 6, 1951; Confirmed by the Senate on August 28, 1951, and received commission on August 29, 1951. Assumed senior status on 5/29/1966. Service terminated on 6/21/1978, due to death.

Artist
Robert Francis Williams'(1881 – 1972) early interest in art was encouraged by his father who sent him to study with William Merritt Chase at the New York School of Art in 1899. Known for his landscapes, seascapes, portraits, and still life paintings, he was an art educator. Early in his career, he exhibited at the National School of Design.
