Received a recess appointment from Harry S Truman on October 21, 1949, to a new seat authorized by 63 Stat. 493; nominated to the same position by Harry S Truman on January 5, 1950; Confirmed by the Senate on February 8, 1950, and received commission on February 10, 1950. Served as chief judge, 1962-1978. Assumed senior status on June 30, 1979. Service terminated on February 19, 1993, due to death.

John Ulbricht (1926 – ) was born in Havana, Cuba. He became a United States citizen and studied at the Art Institute of Chicago. He painted the portraits of many famous people in the United States and abroad including former First Lady Betty Ford, Robert Graves, Joan Miro, Lord Mountbatten of Burma, and poet Pablo Neruda. His portrait of Lord Mountbatten was purchased by the National Portrait Gallery of London for its permanent collection. Mr. Ulbricht served for two years as Assistant Director of the Denver Art Museum.

Mr. Ulbricht’s wife, Angela von Neumann, is also an artist.
